Held in the Britzius Hall, Johannesburg in July I 953, the main purpose of the gathering was to adopt the constitution- adapted from that of the Liberal Association drawn up by Professor Ben Beinart- to elect office-bearers and formulate policies. It was, of course, the Franchise Commission, chaired by Beinart, which provoked the most debate: not yet between immediate universal adult suffrage and a qualified franchise, but between the former as the aim, opposed to the franchise as a privilege permanently limited to those with the requisite qualifications.

Others, like Ralph Aitchison, a leading figure among ex-servicemen, and Dr Ted Keen, accepted the logic of it and stayed the course, while Dr Zach de Beer and Colin Eglin saw a better future with the UP. On 25 March 1953, the Durban and Pietermaritzburg groups came together to form a region of the South African Liberal Association.
