As a result, policybased stimuli to help the demand for ICTs and telecommunication networks seek to aid the commercial development of TENs. The EU is pushing to establish an integrated telecommunication system by promoting standardised networks and even availability of services to ensure the harmonious advance of future networks development.

Any successful market-led route for the development of telecom-TENs is underpinned by the existence of network externalities and its implications for the network attaining critical mass. Network externalities (Katz and Shapiro 1985) reflect the dynamic nature of network development and are derived from the welfare changes, broadly independent of the price mechanism, attached to alterations in the number of users. They are likely to be important in shaping the commercial migration to advanced infrastructure and driving the demand for associated services/applications.

The network economy is basically a series of tangible (infrastructure) and intangible (inter-relationships) interlinkages between or within enterprises operating within the global economy. Consequently the network becomes central to the efficient functioning of the enterprise, which means that maintenance of the network is of increasing commercial importance. Batten (1991)2 perceives the network economy as exhibiting the following characteristics: • • • economic activities serving or located within a set of specific places called nodes (economic operators); a series of links that connect these nodes (infrastructure); a large number of flows across these links between the respective nodes (services).
